In developed economies, including many European ones, the service industry has been a major growth sector in recent decades and indeed now accounts for up to 70-80% of GDP. However, innovation policy has often ignored this sector, preferring to concentrate its efforts on technological product or process innovations. Against the background of the important economic position the industry now holds, this policy brief aims to study how innovations in services can be fostered to help achieve the objectives of the Europe 2020 Strategy.
