Innovation policy study has long concentrated solely on the private sector as the motor for forwarding innovation. This policy brief challenges this common conception and believes that the public sector should be able to reinvigorate its institutional framework and public services as the private sector might. The Policy Brief goes beyond certain frequently emphasised dogmas related to public sector innovation and takes into account the undeservingly disregarded issue whether there are inherent and differing incentives for innovation across institutional structures. The contemporary challenge in many European economies, calling for fiscal consolidations to tackle sovereign debt crises, adds weight to the claim for public sector innovation. This policy brief discusses how governments can foster innovation within the public sector in order to provide significant cost-reducing opportunities without any decline in service quality or accessibility.
